Promoting AI Literacy: Development, Implementation and Initial Validation of an AI Competency Model for Higher Education (AICM-HE)

The rapid integration of Artificial Intelligence (AI) into the workplace and society requires higher education institutions to adapt their curricula in order to foster students’ AI literacy. This paper presents the development, implementation, and initial validation of a comprehensive AI competency model designed for systematic and flexible integration into higher education. The AI Competency Model for Higher Education (AICM-HE) synthesises established theoretical frameworks into a multidimensional structure, comprising three content sectors (technical understanding, critical evaluation, and practical application) and three proficiency levels (basic competencies, professional use, expert level). This design avoids a "one-sizefits-all" approach and addresses the diverse needs of a heterogeneous student body. To facilitate university-wide adoption, an interactive online platform was developed as the central implementation tool. To assess practical relevance and applicability, the model and the platform were evaluated in a workshop with academic staff. The results indicate strong acceptance of the model's clarity, scientific foundation, and utility for teaching. This paper contributes a scientifically grounded and practice-validated framework that can serve as a blueprint for universities aiming to systematically embed AI competencies into their curricula and prepare graduates for an AI-driven future.
